NORML NORML is the oldest cannabis consumer advocacy group in the United States and while federal and state legislators hash out (pun intended) the regulations both within legal recreational and medical programs, local, state and national chapters of Norml continue to advocate for personal freedoms for all cannabis patients and recreational users.
